MINUTES:

 
The Civil Service Commission of the City of Lyndhurst met in Special Session on Thursday, June 20, 2013 at 8:30 a.m. in the Conference Room of the Lyndhurst Municipal Center, 5301 Mayfield Road.
 
Commissioners Present: R Schmidlin, Chairman, R D Patete, R Sweeney
 
Others Present: P T Murphy, Director of Law
 
C J White, Secretary
 
Michael Carroll, Fire Chief
 
Rick Porrello, Police Chief
 
Executive Lt. Pat Rhode, Police Dept.
 
It was moved by Mr. Schmidlin, seconded by Ms. Sweeney that the reading of the minutes of the Special Meeting held May 8, 2013, copies of which were mailed to all members, be dispensed with and said minutes stand approved as circulated.
 
The question was put to a voice vote and passed unanimously.
 
Motion carried.
 
Review ad for Original Appointment Firefighter
 
The Commission reviewed the Original Appointment Firefighter ad from the previous test held. Mr. Schmidlin stated that the ad is way too costly, and would like to reduce the verbiage to reduce the cost.
 
Ms. Sweeney stated she would review the current ad, remove any wording that is not pertinent, and email the edited ad to the Secretary when completed.
 
It was stated that the details of the general requirements for taking the original appointment test are given to each applicant in an information packet with the application.
 
It was decided that the ad for original appointment firefighter will be placed in The Plain Dealer, News Herald and Sun Messenger.
 
Certify names of Patrol Officer candidates in the Lyndhurst Police Department
 
It was moved by Mr. Schmidlin, seconded by Mr. Patete that the following eight (8) candidates be certified for the position of patrol officer:
 
David Boss, 1
Laura Licursi, 4
Anthony Malloy, 7
Steven Palka, 8
Scott Cupar, 9
Brian Bowser, 10
Brian O'Toole, 11
Nick Pallendino, 12
 
The question was put to a voice vote and passed unanimously.

Commissioners:
 
We will now have two vacancies in the Lyndhurst Fire Department. Please accept this letter as my request to commence the steps necessary to conduct examinations for the establishment of eligibility lists for the positions of Captain and Lieutenant in the Lyndhurst Fire Department so the lists can be established as soon as you are practically able to do so.

Discuss promotional testing for Lieutenant and Captain in the Lyndhurst Fire Department.
 
Chief Carroll explained that a captain resigned, and previously, a firefighter, which is the reason for the vacancies and the reason for promotional testing. He then recommended that Ohio Fire Chiefs' Association administer the written tests and assessment center for Lieutenant and Captain.
 
In answer to Mr. Schmidlin's question, Chief Carroll stated that those lieutenants eligible to take the captain's test are:

He then stated the following firefighters are eligible to take the lieutenant's test:

Chief Carroll stated the cost for assessment center for captain would be $4,900; the assessment center for lieutenants would be $5,500 for four (4) to six (6) candidates.
 
Mr. Schmidlin stated that to avoid overtime costs, it would be in the best interest of everyone to commence with the promotional testing as soon as possible.
 
The Commission concurred.
 
Chief Carroll stated the tests for both lieutenant and captain could be conducted in late August. He then recommended the following book lists:

Chief Carroll then recommended that there should not be a passing grade for the test for captain, due to the fact that many times there would only be two (2) candidates, and a score below 70% would eliminate one of the candidates, and therefore would not be a competitive test.
 
Review proposed legislation for regional testing of original appointment firefighters
 
It was decided that this item be tabled pending further information.
 
It was moved by Mr. Schmidlin, seconded by Mr. Patete that the meeting be adjourned.
 
The question was put to a voice vote and passed unanimously.
