MINUTES:

The Legislative Committee met on March 19, 2012 at 7:15pm to discuss Ordinance No. 2012-10. Present were all Legislative Committee Chairman Lane Schlessel; Legislative Committee Members Patrick Ward and Joseph Marko; Councilmen Joseph Gambatese, Charles LoPresti, and Keith Packard; Mayor Cicero; Finance Director Mary Kovalchik; and Ray Schmidlin, Jr., in place of Paul Murphy. Also present were County Official Ed Jerse and County Councilwoman Sunny Simon. The purpose of the meeting was to discuss joining forces with the County in the Anti-Poaching Agreement.

Mr. Marko questioned the scoring system and the incentive program. Mr. Jerse explained the system, and Mr. Marko clarified that the scoring seemed like a penalty, and that that should be altered. Mr. Ward expressed concern over how the businesses in the Community made their decisions regarding moving; subsequently, discussion was held involving the Community's role when companies decided to move. Further discussion was held regarding a possible penalty to any Community that is involved in poaching.

Sunny Simon discussed the importance of all Communities joining together in solidarity and reinforcing the support in this Agreement. The Committee then discussed the Communities which have already signed onto the Agreement, as well as the ones which have not, and the reasons for their decisions.

It was moved by Mr. Ward, seconded by Mr. Marko, that Ordinance No. 2012-10 be approved at the evening's Council meeting.

The meeting adjourned at 7:45pm.

Lane A. Schlessel
Chairman, Legislative Committee
