MINUTES:

 
The Civil Service Commission of the City of Lyndhurst met in Regular Session on Thursday, April 14, 2011 at 8:30 a.m., in the Conference Room of the Lyndhurst Municipal Center, 5301 Mayfield Road. Chairman Raymond Schmidlin, presiding.
 
Members Present:
Commissioners: R. Schmidlin, Chairman; R D Patete, R A Sweeney
 
Others Present: P T Murphy, Director of Law; C J White, Secretary; Fire Chief Michael Carroll
 
It was moved by Mr. Schmidlin, seconded by Mr. Patete that the reading of the minutes of the Regular Meeting held Thursday, March 10, 2011, copies of which were mailed to all members, be dispensed with and said minutes stand approved as circulated.
 
The question was put to a voice vote and passed unanimously.
 
Motion carried.
 
Discuss points v percentages in original appointment and promotional exams for the safety forces.
 
Mr. Murphy explained that this issue pertains only to promotional exams in the fire department.
 
The Commission discussed the attachments to the agenda, which were minutes and legislation previously passed regarding this issue, which Mr. Murphy explained.
 
Mr. Patete feels that using percentages will weight the final score, and stated using points would be fair. Ms. Sweeney concurred, stating that percentages give candidates and advantage if they score higher on the test. She further stated that everyone should be treated equally for the same degree, which would happen under the points system, but not the percentage system.
 
Chief Carroll explained that during the past discussions, three proposals were submitted to the Commission, and the Commission chose to go with former Chief Telzrow's proposal.
 
Discussion continued about the amount of credit a candidate would get for higher education, and the discrepancies of higher education credits between ranks.
 
It was moved by Mr. Schmidlin, seconded by Ms. Sweeney that the Law Director is directed to prepare a proposed amendment to 2010-6, for a working draft that will change the percentage points to final grade points and in addition, to change the firefighter/paramedic to lieutenant language from an associate degree or higher in fire science.
 
The question was put to a voice vote and passed unanimously.

Therefore, I am hereby notifying you of the position to be filled and requesting that you certify to me the names and addresses of individuals from the original appointment Eligibility List for the Lyndhurst Police Department.
 
I would appreciate receiving the requested list as soon as possible. Thank you for your assistance and cooperation.

Paul Murphy explained that seven (7) names have been certified, and one candidate from that list has been offered a conditional offer of employment. There has since been another opening due to a retirement.
 
It was moved by Mr. Schmidlin, seconded by Mr. Patete that the following list be certified.
 
The question was put to a voice vote and passed unanimously.
