From The Building Department: EPA's Renovation, Repair and Painting Rule

We have been informed by the Cuyahoga County Board of Health that the new EPA Renovation, Repair and Painting Rule (RRP) goes into effect on April 22, 2010. This federal law will require contractors performing renovation, repairs and painting projects in homes, child care facilities or schools built before 1978 to be certified by the EPA in lead safe work practices to prevent lead contamination.
 
Effective April 22, 2010, all contractors performing common renovation activities like sanding, cutting, and demolition, which may create hazardous lead dust and chips by disturbing lead-based paint, will be required to receive training and acquire EPA certification. Contactors should also provide the lead hazard information pamphlet "Renovate Right". The law in its entirety may be accessed at http://www.epa.gov/lead/pubs/renovation.htm.
